Syria after Assad: What is Needed for Peace?

Following the collapse of the Assad regime on 8 December 2024, people in Syria and the diaspora celebrated with joy, though soon followed by new fears. After more than 50 years of dictatorship and 14 years of civil war, this unexpected moment of liberation is seen by many as a historic chance for peace and justice.
The new transitional government led by President and former rebel leader Ahmed al-Sharaa is sending mixed signals. On the one hand, the new constitution guarantees basic rights such as freedom of expression, freedom of the press and freedom of assembly, as well as women's rights. Further, the transitional government appears ethnically and religiously diverse. On the other hand, key positions are still held by former rebels of the Islamist militia HTS, formerly led by al-Sharaa. Although they have distanced themselves from their Islamist roots, critics fear renewed repression. With ongoing conflicts and violence, widespread poverty, as well as international interference, the situation is still unstable.
What is the current state of the peace process? What is needed to ensure lasting peace for the people of Syria? How can different perspectives be integrated in the peace process? What could a democratic Syria look like – and what role do international actors such as Turkey, Israel, the Gulf states, the EU and the USA play in this?

Syrien nach Assad: Was braucht es für den Frieden?
Der Sturz des Assad-Regimes am 8. Dezember 2024 löste in Syrien und der Diaspora grosse Freude aus, brachte aber auch neue Ängste mit sich. Nach über 50 Jahren Diktatur und 14 Jahren Bürgerkrieg kam der Befreiungsschlag überraschend – viele sehen darin eine historische Chance auf Frieden und Gerechtigkeit.
Die neue Übergangsregierung unter dem Präsidenten und Ex-Rebellenführer Ahmed al-Scharaa sendet gemischte Signale. Einerseits garantiert die neue Verfassung Grundrechte wie Meinungs-, Presse- und Versammlungsfreiheit sowie die Rechte der Frauen. Auch die neue Regierung ist ethnisch und religiös durchmischt. Andererseits sind Schlüsselpositionen weiterhin durch ehemalige Rebellen der früher von al-Scharaa angeführten islamistischen HTS-Miliz besetzt. Auch wenn diese sich von ihrer islamistischen Vergangenheit distanzieren, warnen Kritiker:innen vor neuer Unterdrückung. Mit anhaltenden Konflikten und Gewalt, weit verbreiteter Armut, sowie internationalen Einflussnahmen bleibt die Lage weiter instabil.
Wie steht es aktuell um den Friedensprozess? Was brauchen die Menschen in Syrien, um langfristig in Frieden leben zu können? Wie lassen sich unterschiedliche Perspektiven dabei einbinden? Wie könnte ein demokratisches Syrien aussehen – und welche Rolle spielen dabei internationale Akteure wie die Türkei, Israel, Golfstaaten, EU oder USA?
